			<content:encoded><![CDATA[<p>You probably already know that a complaint was made by Opera about how most users use Internet Explorer because they a) can&#8217;t install another browser (eg. security rules) b) don&#8217;t really care much and just use what comes with their computer. The EU decided that this means the competition have a lesser chance of people using their browsers.  </p>
<p>Then Microsoft proposed a ballot screen where users picked a browser. They got another complaint because people would click Apple&#8217;s Safari because it is first in the list!</p>
<p>Now Microsoft has decided to improve the ballot screen system. </p>
<p>Back in 2004 Microsoft was fined about unfairness with media players and the way Microsoft offered their media player as default. Microsoft then decided to offer a version of Windows without Windows Media Player.</p>
